We could seemingly make it look like it has. Say we take two identical twins. We leave one on earth and send one off into space for a round trip at the speed of light. Upon returning to Earth the space traveling twin would find that their twin who remained on Earth would have aged much more than they had.
To the twin who remained on Earth it may seem like time stood still for the space traveler.
